Burns: Unpacking Jeffrey Epstein’s and Ghislaine Maxwell’s Network

In the 1990s, Thomas E. Burns served in the Office of Foreign Missions (OFM) within the U.S. Department of State. He became directly involved with Epstein over a Manhattan townhouse leased from the State Department — a property seized from Iran following the Iranian Revolution.

When Epstein attempted to sublet the townhouse in 1996 to criminal defense lawyer Ivan Fisher without authorization, Burns acted on behalf of OFM, denying the request and notifying Epstein that the property would be leased to another tenant. This incident, documented in United States v. Epstein, underscores the legal and bureaucratic challenges Epstein faced even as he cultivated high-level connections.

William J. Burns, Ex-Director of the CIA and former Deputy Secretary of State, appears in Epstein’s private calendar in 2014. Several meetings were scheduled, including a lunch in Washington, D.C., and potentially a ride from Epstein’s Manhattan townhouse to the airport.

William Burns reportedly had only brief interactions with Epstein through a mutual acquaintance and does not recall some of the details recorded in Epstein’s calendar. His appearance in the calendar illustrates the extraordinary access Epstein had to high-ranking officials in both diplomacy and intelligence circles.

Unlike Thomas and William, Dana Burns appears to be a real person and an alias reportedly used by Ghislaine Maxwell. The alias surfaced in relation to Maxwell’s company Ellmax, founded in 2012. Ellmax’s U.S. base was tied to Maxwell’s New York apartment, while the UK registration listed a cottage in Wiltshire occupied by Maxwell’s associate Catherine Vaughan Edwards.

Dana Burns appears on documents and records linked to Maxwell’s business and social dealings, and flight logs suggest involvement in travel connected to Epstein’s associates. The alias seems to have been used as a tool for privacy and operational discretion within Maxwell’s network.
